19 of Medvedev's 21 titles have been earned on hard courts
A revitalized Medvedev claimed his maiden trophy for nearly 30 months with victory over opponent Moutet in the competition final.
The athlete, a ex- world number one, has had a challenging season, managing just one win at the big events and undergoing a setback at the US Open.
Medvedev's unpredictability on the ATP Tour - and issues with his service game in especial - resulted in him dropping out of the top ten and finally separating with long-term mentor his previous coach.
Now collaborating with his coach and Goetzke, the tennis star has steadily advanced in the past month - culminating in a tightly fought competitive win over challenger Moutet.
This marks Medvedev's first title after the Italian tournament and initial on a hardcourt from spring of that year.
The win also means the Russian has secured twenty-one victories at twenty-one different tournaments.
"It's the first time I have attended a event with my two daughters together, so to secure a title is especially meaningful," said ranked player Medvedev.
"This championship is in dedication of my child my daughter, because the initial championship I won when my older daughter Alisa was delivered was for her."
Medvedev, the former major winner, had lost his last six championship matches, featuring in the German tournament earlier this year.
The player's retrieving strategy and recurring emotional displays on the tennis court had led observers to wonder if his capacity to perform at the top level was over.
But the athlete has altered his approach in the past month, attempting to advance forward and compete aggressively, supported by an improved service.
Medvedev fought back from a disadvantage in the initial set against the difficult Moutet, winning 4 of the concluding five games to go ahead.
Both players exchanged service breaks in the second set before the Frenchman, attempting for his first professional championship, took control to push for a third set.
The opponent defended four initial break points in a close final set before the Russian won the break to that score to close out the victory.
Fittingly, the winner earned the win with a point at the net area, with the Frenchman incapable to control a return after two hours and 38 minutes.
